In the midsummer of July, the factory construction was in full swing at the site of Jinyang silicon heterojunction matrix material project with a total investment of 600 million US dollars. After the completion of this project, the annual output value will exceed 10 billion yuan, and it will become the largest and most advanced manufacturing base of large-size heterojunction matrix materials in the world, further expanding the global influence of Xuzhou’s new energy industry. This is just a microcosm of the new energy industry project promoting the high-quality development of Xuzhou’s economy.
In recent years, Xuzhou has adhered to the principle of "building a city with industry and strengthening the city with industry", adhered to the real economy and made great efforts to build a modern industrial system with characteristics. According to the 14th Five-Year Plan, Xuzhou should be a clean new energy industrial cluster, and by 2025, the industrial scale will exceed 100 billion yuan. In the first half of this year alone, Xuzhou’s industrial scale has reached 27.8 billion yuan, greatly exceeding the annual target. The rapid growth of industrial scale makes Xuzhou’s competitive advantage increasingly prominent and brings rich benefits to the city.

Gao Wei, director and professor of the Research Center for Collaborative Innovation and Development of Regional Industries of China University of Mining and Technology, said that under the overlapping opportunities of building a national sustainable development agenda innovation demonstration zone and the in-depth implementation of the national "double carbon" strategy, Xuzhou’s new energy industry stands in the "window of the times" and has huge market potential.
By the end of June this year, the output value of new energy and "double carbon" industries in Xuzhou was about 51.1 billion yuan, a year-on-year increase of 54.5%. Among them, the output value of new energy industry was 27.8 billion yuan, up 76% year-on-year, driving the total industrial output value of the city to increase by 4.2%. From the perspective of photovoltaic industry, which occupies half of Xuzhou’s new energy industry, in the first half of the year, there were 45 photovoltaic industrial chain enterprises included in the statistics of industrial enterprises above designated size, with an output value of 17.285 billion yuan, a year-on-year increase of 138.6%, which contributed as much as 140.6% to the growth of industrial output value in the city. The data is enough to show that the new energy industry has injected strong kinetic energy into economic development.
As a tradeable resource, new energy brings not only direct economic benefits, but also more long-term benefits to the city.

As early as 2006, Xuzhou focused on the photovoltaic industry supported by the state at that time, and took the lead in introducing the middle energy silicon industry upstream of the industry. As the only silicon production enterprise in the province, in the first half of this year, Zhongneng Silicon Industry achieved an output value of 8.218 billion yuan, a year-on-year increase of 223.3%. The contribution rate of this company to the industry growth reached 56.5%.
Since the beginning of this year, Peixian comprehensive energy base has been listed in the provincial "14th Five-Year Plan" energy development plan, and the construction of eight pilot projects of roof distributed photovoltaic in the whole county (city, district) has been accelerated, striving for three annual photovoltaic power generation market-oriented grid-connected projects with a total of 310,000 kilowatts of ground centralized photovoltaic grid-connected indicators.

After years of development, Xuzhou’s new energy industry chain has been continuously extended, and the industrial ecology is accelerating. At present, Xuzhou has formed an industrial cluster dominated by two main chains of new energy and coal-fired power, covering many sub-tracks such as crystalline silicon photovoltaic, wind power equipment, new energy vehicles and key components, smart power and coal-fired power. Each track is interlocking, gradually forming a new pattern of green development with leading scale, integration and openness.
After the signing of a group of head enterprises in the new energy project cloud signing activity on July 9, a number of leading projects took the initiative to visit Xu and reached further cooperation intentions, which also promoted the deep integration of the industrial chain and accelerated the realization of high-end leap. At present, the photovoltaic industry in Xuzhou has formed a complete chain, and the middle and upstream enterprises in the chain have outstanding performance. The output value of five upstream enterprises has reached 12.956 billion yuan, up 190.7% year-on-year. The output value of 22 Chinese tour enterprises was 3.996 billion yuan, up 63.3% year-on-year. The rise of these new energy industry clusters has become a new advantage to attract photovoltaic talents to Xu, providing stronger scientific and technological support for the industry, and forming a virtuous circle of "talent chain" and "industrial chain" in the new energy industry ecology.
In addition, the construction of Xuzhou new energy R&D platform has also created a good environment for the next step of training all links in the industrial chain. At present, there are 17 R&D platforms at or above the provincial level in the field of new energy in the city, including one national R&D platform such as the National and Local Joint Engineering Research Center for Advanced Silicon Material Preparation Technology (Zhongneng Silicon Industry), and 16 provincial R&D platforms such as the Provincial Crystal Silicon Wire Cutting and Testing Technology Engineering Center, the Provincial Polycrystalline Silicon Material Engineering Technology Research Center and the Provincial Key Laboratory of Silicon-based Electronic Materials. A new situation of Xuzhou’s new energy development is gradually unfolding with scientific and technological innovation, which promotes Xuzhou’s strategic goal of "double carbon" to be realized at an early date.
