  New regulations on vehicle purchase tax: paying taxes according to the transaction price of naked cars reduces the cost of buying cars

  The vehicle purchase tax law was passed on December 29, 2018. The law stipulates that the tax rate of vehicle purchase tax is 10%. This law shall come into force as of July 1, 2019. On October 22nd, 2000, the State Council promulgated the Provisional Regulations on Vehicle Purchase Tax in People’s Republic of China (PRC), which shall be abolished at the same time.  

  The Law stipulates that units and individuals who purchase automobiles, trams, car trailers and motorcycles with exhaust capacity exceeding 150 ml in People’s Republic of China (PRC) are taxpayers of vehicle purchase tax and shall pay vehicle purchase tax in accordance with the provisions of this Law.

  The law stipulates that the vehicle purchase tax shall be levied at one time. The purchase of vehicles for which vehicle purchase tax has been levied shall not be subject to vehicle purchase tax. The law stipulates that the tax rate of vehicle purchase tax is 10%.  

  It is clear in this law that taxable value, where taxpayers import taxable vehicles for their own use, will add customs duties and consumption tax to the customs duty-paid price.  

  Ordinary passports and passes to and from Hong Kong and Macao will be reduced.

  From July 1st, the charging standard for personal ordinary passports will be reduced from 160 yuan/Ben to 120 yuan/Ben, and the charging standard for travel permits to and from Hong Kong and Macao will be reduced from 80 yuan/Zhang to 60 yuan/Zhang. The documents accepted before July 1st will still be implemented according to the original standard.  

  The toll concession for ETC users will be no less than 5%.

  On June 4th, the National Development and Reform Commission and the Ministry of Transport jointly issued the "Implementation Plan for Accelerating the Application Service of Expressway Electronic Express Toll Collection", which made it clear that the express toll collection rate of expressway will reach over 90% by the end of the year. According to the arrangement, from July 1, 2019, ETC users will be given a basic discount of not less than 5% of vehicle tolls, and all provinces will implement a basic preferential policy for ETC vehicles passing through the region.  

  Implementation of Regulations on the Management of Human Genetic Resources: Protecting and Utilizing Human "Life Instructions"  

  The Regulations of People’s Republic of China (PRC) Municipality on the Management of Human Genetic Resources shall come into force on July 1, 2019. The regulations stipulate the management of human genetic resources in China from the aspects of strengthening protection, promoting rational utilization, strengthening standardization and optimizing service supervision, which also means that the management of human genetic resources in China has further entered the institutionalized track. 

  According to the regulations, the state shall conduct an investigation of human genetic resources and implement a declaration and registration system for important genetic families and human genetic resources in specific areas. If foreign organizations and institutions established or actually controlled by foreign organizations or individuals need to use China’s human genetic resources to carry out scientific research activities, they should cooperate with Chinese units.  

  The regulations stipulate that the collection, preservation, utilization and external provision of China’s human genetic resources shall not endanger China’s public health, national security and social public interests, and shall conform to ethical principles, protect the legitimate rights and interests of resource providers and abide by corresponding technical specifications.  

  Good steel is used on the blade — — Implementation of the Regulations on Government Investment 

  The Regulations on Government Investment shall come into force on July 1, 2019.  

  The "Regulations" clearly stipulate that government investment funds should be invested in public areas such as social welfare services, public infrastructure, agriculture and rural areas, ecological environment protection, major scientific and technological progress, social management, national security, etc., which cannot effectively allocate resources in the market, with non-operating projects as the main ones. In order to ensure that government investment is always invested in the directions and fields that are most needed and suitable for investment, the Regulations also stipulate that the state should establish a regular evaluation and adjustment mechanism for the scope of government investment to continuously optimize the direction and structure of government investment.  

  The Measures for the Administration of Transportation Standardization came into effect.  

  The Measures for the Administration of Transportation Standardization shall come into force on July 1, 2019.  

  Transportation standards include national standards, industry standards, local standards, group standards and enterprise standards. Among them, national standards are divided into mandatory standards and recommended standards. The "Measures" propose that the mandatory standards for transportation should be strictly implemented, and products and services that do not meet the mandatory standards for transportation may not be produced, sold, imported or provided. Encourage the active adoption of recommended standards for transportation.

  Shanghai: Individuals who don’t classify such rubbish will be fined.

  Regulations of Shanghai Municipality on the Management of Domestic Waste. The regulations will come into force on July 1, 2019. 

  The regulations stipulate: "If the unit fails to put the domestic garbage into the corresponding collection containers respectively, the urban management law enforcement department shall order it to correct it immediately; Refuses to correct, a fine of more than 5000 yuan and less than 50000 yuan ","individuals will harmful waste and recyclable, wet garbage, dry garbage mixed delivery, or wet garbage and recyclable, dry garbage mixed delivery, by the urban management law enforcement departments shall be ordered to correct immediately; Those who refuse to make corrections shall be fined between fifty yuan and two hundred yuan. "  

  Tianjin: Promulgating local financial supervision and management regulations to prevent and crack down on illegal financial activities  

  The Regulations of Tianjin Municipality on Local Financial Supervision and Management will be officially implemented on July 1 this year.  

  The regulations clearly stipulate that no unit or individual may illegally absorb public deposits, issue securities without authorization, or engage in illegal financial activities in other ways, otherwise it will be punished. The municipal and district people’s governments shall do a good job in risk monitoring, early warning and disposal of illegal financial activities within their respective administrative areas. The municipal local financial supervision and management department shall, jointly with the public security, market supervision and management departments, crack down on illegal financial activities, and prevent and dispose of illegal fund-raising.  

  Anhui: implementation of the implementation plan of "medical insurance integration" treatment  

  On May 28th, the Implementation Plan of Unified Basic Medical Insurance and Serious Illness Insurance for Urban and Rural Residents in Anhui Province (Trial) was officially released. From July 1st, the unified basic medical insurance and serious illness insurance policy for urban and rural residents in Anhui Province will be implemented by the city as a unit.  

  Specifically, the medical expenses incurred by the insured in the designated medical institutions (except emergency treatment) are treated as general outpatient service, and the reimbursement rate of general outpatient medical expenses incurred in the first-level and below medical institutions in the insured counties (cities, districts) is 55%. At the same time, the annual deductible line and reimbursement limit are set by households or people. General outpatient reimbursement can be extended to secondary medical institutions in counties (cities, districts).
