First, the scope of clue acceptance

(1) Clan forces in rural areas disrupt public order, such as disrupting the general election, controlling grass-roots political power, encroaching on collective property, monopolizing collective resources, forming gangs, claiming hegemony, provoking troubles, oppressing the people, inciting people to make trouble, and other evil forces that disrupt normal operations, such as illegally occupying land, illegally mining, seizing projects, bullying the city, and obstructing the construction of engineering projects;

(2) Black and evil forces, such as debt collection companies, investigation companies, professional medical troubles and underground law enforcement teams, which are specially employed by others to intervene in all kinds of disputes, and use such means as "posing in formation" and "occupying the venue" to threaten and intimidate, track down nuisances, and incite people who do not know the truth to gather to make trouble;

(3) Black and evil forces such as "sand tyrants" and "mine tyrants" who exploit natural resources illegally and destroy the ecological environment, such as unlicensed mining, cross-border mining, monopolizing mineral resources, illegally occupying land to wash (hoard) sand, and stealing river sand;

2. Network "routine loan": black and evil forces that use information networks to induce or force victims to sign relevant agreements such as "loan", "mortgage" or "guarantee", form false creditor’s rights and debts by inflating the loan amount, maliciously creating a breach of contract, arbitrarily identifying the breach of contract, illegally occupying the victim’s property by means of violence or threats, or carrying out illegal and criminal activities such as extortion and so on;

3. Malicious claim: under the guise of defending rights and counterfeiting, using the information network to threaten a large number of bad reviews or complaints to e-commerce platforms and regulatory authorities to carry out illegal and criminal activities such as extortion;

4. Negative public opinion extortion: black and evil forces that use false news media or journalists’ identities, use negative clues to interview, delete posts with compensation, organize network water forces to control public opinion, and threaten by means of "exposure" and "fermentation" to blackmail enterprises, institutions and individuals, and seek trouble and other illegal and criminal activities;

5. Network water army troublemaking: black and evil forces that use information networks to organize or hire water army, use threats, insults, slanders, harass others or fabricate and spread false information to undermine social order and public order, and carry out illegal and criminal activities such as picking fights;

6. Collection of "soft violence" on the Internet: bombing by telephone and short messages through virtual communication on the Internet, harassing the victims and their relatives and friends by sending abusive words and pictures by group software, or resorting to malicious complaints to reporting platforms and websites, publishing negative information and other means to carry out crimes such as picking fights;

7.PS photo extortion: black and evil forces that use PS technology and AI technology to synthesize the victim’s "pornographic photos" or "indecent videos", mail them by mail or send MMS and email containing Trojan horses to the victim to steal communication information, and threaten to forward them to relatives and friends to carry out extortion and other illegal and criminal activities;

Third, the clue reporting requirements
