       Meng Wei’s "five violations" and "two crimes" were mentioned in the circular, namely:

       Violation of political discipline and rules, requiring subordinates to report the contents of patrol conversations;

       Violation of the spirit of the eight central regulations, illegal access to private clubs;

       Violation of organizational discipline, use of authority to provide help for the promotion of others and accept property;

       Violation of integrity discipline, accepting gifts;

       Violation of mass discipline and strong reaction to the masses have not been resolved for a long time;

       Using the influence of authority and position to seek benefits for others and accept property, suspected of accepting bribes;

       Abuse of power and illegal transfer of shares have caused huge losses to state-owned assets, which is suspected of abuse of power.

       According to public information, Meng Wei joined the work in November 1976 and became a cadre of china environmental science Research Institute in January 1982. During the 11 years from June 1986 to July 1997, he served as assistant engineer, deputy director and director of the scientific research department of china environmental science Research Institute. From July 1997 to January 1999, he served as Director of Science and Technology Department of china environmental science Research Institute. From January 1999 to December 2001, he served as vice president of china environmental science Research Institute. In December 2001, he was promoted to the position of Dean of china environmental science Research Institute. In 2009, he was elected as an academician of China Academy of Engineering.

       It can be said that Meng Wei is the chief technical officer of the national water pollution control and treatment science and technology major project. The water pollution control and treatment science and technology major project he was in charge of was one of the 16 major science and technology projects in China from 2006 to 2020, aiming at solving the major water pollution science and technology bottleneck problem that restricted the social and economic development. The total project funding is estimated to be more than 30 billion yuan. However, as early as 2015, the Ministry of Environmental Protection reported that there was a fund management problem in this project. Many project leaders, including Meng Wei, were administratively punished, and scientific research units such as Shenyang University and Northeastern University were recovered from the allocated funds for related projects. It can be seen that his fall was no accident.

       In the report of the discipline inspection team, Meng Wei was criticized for his political transformation and economic greed, which changed from an environmental protection worker to a "pollution source" of political ecology and natural ecology, causing serious adverse effects in the field of ecological environmental protection and scientific and technological circles. The wording can be said to be very harsh, which means "angry and indisputable".

       On November 14th, 2017, the Sixth Presidium of China Academy of Engineering decided to suspend Meng Wei’s qualification as an academician of China Academy of Engineering.

       On February 24th, 2018, the NPC Standing Committee announced that the Standing Committee of Henan Provincial People’s Congress decided to accept Meng Wei’s resignation as the representative of the 12th National People’s Congress. According to the relevant regulations, Meng Wei’s representative qualification was terminated, and the post of deputy director of the Environment and Resources Protection Committee of the 12th National People’s Congress was terminated accordingly.

       Meng Wei is not the "first tiger" in scientific research. Li Ning, a professor at China Agricultural University, who is known as the "youngest academician in China", was arrested according to law for allegedly defrauding special funds for science and technology; Chen Yingxu, a well-known expert in the field of water environment management in China, was sentenced to 10 years in prison for transferring huge scientific research funds to two "leather bag companies" he opened; Song Maoqiang, the former executive dean of the School of Software, Beijing University of Posts and Telecommunications, was sentenced to 10 years and 6 months in prison for borrowing someone else’s ID card as an "off-campus laborer". Zhou Guotai, once known as the "father of bulletproof vests in China", was suspected of serious violation of discipline, and his suspected crimes and clues were transferred to the military procuratorate for investigation.

       The investigation and punishment of Meng Wei’s serious violation of discipline highlights the firm determination of the party group of the Ministry of Ecology and Environment and the discipline inspection team stationed in the Ministry of Ecology and Environment to further promote the strict administration of the party in an all-round way and promote ecological civilization through political clarity, and releases a strong signal of adhering to anti-corruption, no restricted area, full coverage and zero tolerance.
