Digital government makes public services within reach.
At present, digital government has accelerated the expansion of digital economy to people’s livelihood, brought more convenient and accessible public services to the masses, and has become a new kinetic energy for the construction of digital cities and digital China.
"In the past, the children of poor households who set up a file card could not receive subsidies immediately when they were admitted to the university, and they needed to borrow money to pay tuition fees. Now we have opened up the data of 17 departments, and realized the automatic distribution of subsidies at the same time. This is the role of government smart services. " Ma Ningyu, director of Guizhou Big Data Development Administration, introduced.
Digital government is related to thousands of households and has become a hot topic in the second Digital China Construction Summit. "Digital government has accelerated the expansion of the digital economy to public services and people’s livelihood, and has become a new kinetic energy for the construction of digital China." Sun Pishu, chairman of Inspur Group, said.
What different public services will digital government bring? How far is the smart government from us?
People-oriented new experience
On May 6, Fujian Economic Information Center signed an agreement with Baidu, and the "Minzhengtong" smart applet was launched on Baidu APP. After passing the real-name authentication, users can handle common convenience services such as social insurance, medical security, transportation, entry and exit, and professional qualifications online.
"Last year, Zhejiang Housing Provident Fund realized zero materials and zero errands; In Jiangxi, more than 80 kinds of licenses have been digitized. Alipay provided government services to 442 cities and 500 million people last year, and one out of every four China people worked on Alipay. " Hu Xiaoming, president of Ant Financial Services, said.
Ma Huateng, Chairman of the Board of Directors of Tencent, told the reporter that as the first WeChat applet integrating government services in China, "Guangdong Save Things" can handle 607 government services, with more than 10 million real-name users and a total of 121.18 million transactions. "Through the Internet, we got through the’ last mile’ of government services."
Internet giants are widely involved in digital government affairs, which reflects the change of thinking of public service providers. Wang Xinhui, CEO of Digital Guangdong Network Construction Co., Ltd. said, "In the past, even online e-government was handled by various departments. Now digital government is solving problems from the scene, more people-oriented, and ordinary people don’t need to know who is providing services in the background. "
From e-government to digital government, the transformation and upgrading of public services has brought new experiences. Wang Qinmin, director of the National E-government Expert Committee, said, "Digital government has made public participation more and more high, and public services have begun to have new features such as diversified channels, convenient access to resources, personalized demand, and government services are constantly breaking down time and space barriers."
It is not just individual users who benefit from digital government. Yuan Zhenggang, president of Guanglianda Technology Co., Ltd. told the Economic Daily reporter that the traditional supervision mode of the construction industry either focuses on "checking" and uses a lot of manpower and material resources to check problems and hidden dangers; Either focus on "punishment", random sampling and strict punishment. "And digital supervision can achieve full coverage and full process supervision. For example, on the one hand, Guizhou’s’ Residential Cloud’ project provides enterprises with innovative services for data convenience, and on the other hand, it also realizes data decision-making and intelligent management, which are impossible for traditional regulatory models. " Yuan Zhenggang said.
A new idea of "a game of chess"
Open the "Guangdong Province" WeChat applet, and a function called "one-click car moving" is quite eye-catching. "In the past, it was very troublesome to let others move the car. Now, as long as you enter the license plate number on’ Guangdong Province’, you will send a message directly to the other party’s mobile phone to inform you to move the car. This is the innovative service brought by getting through data. " Wang Xinhui said.
Getting through the "data island" has always been a bottleneck problem in the construction of digital government. Xu Xiaolan, vice chairman of the Chinese Institute of Electronics, told the reporter, "When data becomes a resource and a new element, how to better sort out and play the value of data becomes the key. Among them, there are not only technical shortcomings that need to be broken through, such as data aggregation, mining, analysis, and algorithms, computing power, models, etc. There are also non-technical shortcomings, such as data confirmation, transaction security, and benefit distribution. If these shortcomings do not break through, data flow and sharing will become a problem. "
To solve this problem, "a chess game" is the key. Wang Xinhui said that 55 departments and 143.5 million data in Guangdong have been interconnected. This year, the construction of integrated data center in the whole province is an important support point for the breakthrough of digital government reform. The unified data standard of the whole province will be released soon, and all localities and cities will follow the standard in the future. "Just like building a highway, you need a five-level’ chess game’ in provinces, cities, counties, towns and villages."
At the national level, the construction of "one chess game" digital government integration is also advancing rapidly. Lu Xiangdong, director of the E-government Office of the General Office of the State Council, said, "We have established seven unified service systems, including unified identity authentication and unified electronic certificate, and at the same time, we have realized the transfer of user trust between government service platforms in various regions and departments, the cross-regional online evaluation of national electronic certificates, and the centralized acceptance service of local data requirements for the first time, and will continue to promote the construction of three integrated functions of government platform integration, government service integration and comprehensive security integration in the future."
A new model of multi-pronged approach
"At present, 35% of the courts in the country have achieved network delivery, and 14 provincial and municipal courts have piloted cross-regional services. In 2018, Hangzhou Internet Court accepted a total of 10,068 Internet cases, all of which were held online, with an average time of 36 minutes … "Zhang Shuyuan, vice president of the Supreme People’s Court, told reporters that digital technology has innovated the judicial service model." We have gathered more than 170 million case information and the judicial big data management service platform is now the largest trial resource database in the world. Based on these resources, we have carried out big data research and provided special analysis reports for social concerns. At present, we have completed more than 600 special reports such as credit card risks, providing a basis for social governance. "
Digital government not only facilitates the people, but also helps the government to form a new "smart brain", which still needs a "multi-pronged" model innovation.
In terms of technology, strengthening data security protection has become the focus. Huang Gang, deputy director of Peking University Software Research Institute, said that the new technology of blockchain is being explored to realize data life cycle management and control. "Blockchain can be traced back and cannot be tampered with, which can make data from production to consumption, no matter which link, all states are credible, manageable and controllable".
Sun Pishu said that government data also needs to be operated, "so as to promote the convergence, sharing and application of government data and realize the incremental development of digital resources. Inspur is providing data authorization operation services for more than 100 regions across the country; Shandong, Tianjin, Inner Mongolia and other places have successively authorized Inspur to operate health care big data. "
Wang Qinmin said that to innovate digital government, "on the one hand, we must improve the laws and regulations system of data resource management and provide guarantee for the open use of e-government data; On the other hand, it is also necessary to cultivate a group of’ broker organizations’ that connect government data resources with public data content services, attract social forces and capital, participate in the promotion of digital government applications, and develop new public services.
