In order to strengthen the institutional rigidity of basic medical and health services and health promotion measures, a number of "systems" have been written into this law. For example, the state establishes a health education system to guarantee citizens’ right to health education and improve citizens’ health literacy. The state implements vaccination system and strengthens immunization planning.
The law also incorporates a number of medical reform achievements. For example, the state promotes the implementation of graded diagnosis and treatment system for basic medical services; The state promotes grassroots medical and health institutions to implement family doctor contract service and establish a family doctor service team; The state adopts various measures to encourage and guide social forces to set up medical and health institutions according to law.
In order to actively deal with the outstanding health problems such as the heavy burden of chronic diseases and the severe situation of prevention and control of major infectious diseases, we must move forward and take effective intervention measures. The law devotes a chapter to health promotion, stating that citizens are the first responsible person for their own health; The state brings health education into the national education system; The state organizes surveys and statistics on the health status of residents; The state formulates and implements health work plans for minors, women, the elderly and the disabled, and strengthens health services for key groups.

The volume of mobile phones and other electronic equipment should be controlled in public places and public transport. Do not eat in trains of urban rail transit such as subway and light rail.
The "Regulations" put forward the establishment of a "social service" system, stipulating that those who violate the "Regulations" and take the initiative to eliminate or mitigate the harmful consequences of illegal acts should be given a lighter or mitigated administrative punishment. If the parties voluntarily participate in social services, they may be given a lighter, mitigated or no administrative punishment according to law.
Shanghai: Increase the punishment for fraudulent insurance.
The revised Measures for the Supervision and Administration of Basic Medical Insurance in Shanghai shall come into force on June 1st.
The "Measures" stipulate that designated medical institutions and individuals who defraud medical insurance fund expenditures or benefits by fraud, forgery of certification materials or other means, in addition to ordering the return of relevant medical insurance expenses, may also be fined more than 2 times and less than 5 times the relevant expenses paid by the medical insurance fund.
The Measures stipulate that the credit evaluation system and information disclosure system for medical insurance should be established and improved. The untrustworthy information of designated medical institutions, designated retail pharmacies, designated evaluation institutions and designated nursing institutions and their staff, insured persons and other individuals shall be collected in accordance with the relevant provisions of the state and this Municipality, and joint punishment shall be carried out according to the law and regulations.
Shanxi: Officially implementing garbage sorting.
The Regulations on the Classified Management of Urban Domestic Waste in Shanxi Province was officially implemented on June 1st.
The "Regulations" clarify that the units and individuals that generate domestic garbage are the responsible subjects for the classified delivery of domestic garbage, and should reduce the generation of domestic garbage, fulfill the obligation of classified delivery of domestic garbage, and classify different types of domestic garbage according to the requirements of specified time, place and method. The "Regulations" also clarify that those who take dogs out into the dog-forbidden area, fail to use the leash chain as required, and fail to clean up the dog feces in time shall be ordered by the corresponding administrative department to make corrections, and those who refuse to make corrections shall be fined from 50 yuan to 200 yuan. If you don’t listen to dissuasion, you will be fined from 100 yuan to 500 yuan for bringing your pet into public places such as hotels and restaurants.
Jiangxi: Ensuring Rural Water Safety
