Ye Jianchun, Vice Minister of the Ministry of Water Resources, said that there are now more than 98,000 reservoirs in our country, of which more than 94,000 are small reservoirs, and some of them are still in danger. The dangerous reservoirs in these reservoirs cannot prevent floods and retain water according to their original design capacity, and play their due role. Therefore, we mainly take these measures in the reservoir:

The first is to compact the responsibility. These more than 90,000 reservoirs are managed by people, and whoever is responsible will be responsible. At the same time, the list of responsible persons and the list of flood control tasks will be published, so that the corresponding responsible persons can assume corresponding flood control responsibilities for the reservoirs.

The second is to guide local governments to implement corresponding safety measures, different reservoirs and different requirements.

The third is to strengthen supervision over the operation of the reservoir. Issue a series of regulations, such as the limited water level of reservoirs in flood season. Before the flood occurs, the reservoir can fall below the flood limit water level, make room for flood interception, and conduct dispatching according to the rules to ensure the safety of the reservoir, and also ensure the safety of the downstream through the dispatching of the reservoir.

According to this series of systems, we carry out supervision. For example, there are 4037 large and medium-sized reservoirs. On-line, we know the current water level and current dispatching measures of these reservoirs in real time, and we can remind them in time if they violate the rules. At the same time, there are some unannounced inspection teams under our line, not only for large, medium and small reservoirs, but also for 11,251 small reservoirs. This year, we will also carry out corresponding inspections on 6,500 small reservoirs and 1,000 large and medium-sized reservoirs, and supervise whether these reservoirs operate in a standardized manner, whether they abide by corresponding rules and whether they execute dispatching instructions, so as to ensure the safety of the reservoirs themselves and play a corresponding role in flood control safety.
